Accessibility Statement
This website is run by Mortimer West End Parish Council. We want as many people as possible to be able to use it. That means you should be able to:
- change colours, contrast levels and fonts using your browser or device settings
- zoom in up to 400% without the text spilling off the screen
- navigate the whole website using just a keyboard
- listen to the website using a screen reader
We have also tried to make the website text as simple as possible to understand. AbilityNet has advice on making your device easier to use if you have a disability.
How accessible this website is
The pages of this website are accessible. We know that some of the documents we publish are not:
- some older documents are scanned images of paper originals, so screen reader software cannot read them at all
- some documents contain readable text but are not tagged, so headings and tables may not be announced correctly
- a small number of documents are published as Word or older Excel files rather than as accessible PDFs or web pages

Mortimer West End Parish Council is committed to making its website accessible, in accordance with the Public Sector Bodies (Websites and Mobile Applications) (No. 2) Accessibility Regulations 2018.
Compliance status
This website is partially compliant with the Web Content Accessibility Guidelines version 2.2 AA standard, because of the non-compliances listed below. The web pages themselves meet the standard; the exceptions all relate to documents we have published.
Non-accessible content
The content listed below is non-accessible for the following reasons.
Non-compliance with the accessibility regulations
- Some published documents are scanned images of printed pages and contain no machine-readable text, so screen reader software cannot read them. This affects a number of Annual Governance and Accountability Returns (AGARs) and related audit papers on the Finance page, and the Code of Conduct on the Documents page. This fails WCAG 2.2 success criterion 1.1.1 (Non-text Content).
- Some published PDFs contain readable text but are not tagged, so headings, lists and tables are not conveyed correctly to assistive technology. This fails WCAG 2.2 success criterion 1.3.1 (Info and Relationships).
- A small number of documents are published in Word (.docx) and older Excel (.xls) formats rather than as accessible PDFs or web pages. This fails WCAG 2.2 success criterion 1.3.1 (Info and Relationships).
We will replace these documents, or provide an accessible alternative on request, by 31 March 2027. Any new document published from now on will be produced as text-based, correctly structured files rather than scans.
Disproportionate burden
We are not currently claiming that any content is a disproportionate burden to make accessible.
Content that is not within the scope of the accessibility regulations
The accessibility regulations do not apply to PDFs and other documents published before 23 September 2018, unless people need them to use one of our services. Some archived Annual Returns and audit reports published before that date remain on the Finance page for transparency and have not been made accessible. If you need the information they contain, please contact the Clerk and we will supply it in a format you can use.
What we are doing to improve accessibility
- All new agendas, minutes, policies and finance documents are produced as text-based files, not scans.
- We are working through the historic documents published since September 2018 and replacing the scanned ones.
- We will re-test the website whenever we make a significant change, and review this statement at least once a year.
Preparation of this accessibility statement
This statement was prepared on 29 July 2026. It was last reviewed on 29 July 2026.
This website was last tested on 29 July 2026. Testing was carried out by Digital House. Every page was tested with the axe-core automated testing engine against the WCAG 2.2 A and AA rule set, alongside manual keyboard testing. Every document published on the Finance and Documents pages was checked for a machine-readable text layer and tag structure, together with a sample of 30 documents from the Agendas and Minutes page.
